At the December 6, 2012 meeting, the State Regents approved revisions to the In-State/Out-of-State Status of Enrolled Students policy. The revisions are effective immediately. As background, the revisions to the In-State/Out-of-State Status of Enrolled Students policy were incorporated in response to House Bill 2689, signed into law May 25, 2012, regarding dependent children of members of the military reserve on full-time active duty. Revisions to the policy specify eligibility criteria for in-state tuition, provide for continuation of in-state status under certain conditions, provide for continuation of in-state status upon discharge, and provide a definition for "home of record." Revisions to the policy include adding the following language to the military personnel section of the In-State/Out-of-State Status of Enrolled Students: ? Immediate in-state status classification upon enrollment for dependent children of members of the military reserve on full-time active duty provided that Oklahoma is the home of record and that students maintain continuous enrollment. ? These dependent children shall retain in-state status without the 12 month requirement provided that they member of the military reserve was discharged or released under conditions other than dishonorable. ? Dependent children shall retain in-state status when transferring within the Oklahoma State System of Higher Education provided the student maintains continuous enrollment. ? Definition for "home of record." An important component of the policy implementation includes the development of procedures for the Academic Affairs Procedures Handbook. A COI committee approved changes to the In-State/Out-of-State Status of Enrolled Students procedures at their November 2012 meeting, pending State Regents' approval of the policy revision. We will work to get the Academic Affairs Procedures Handbook available on the OSRHE webpage updated within the next few weeks.
