Mr. Daniel Archer from the Oklahoma State Regents for Higher Education (OSRHE) provided a thorough presentation about Oklahoma's status regarding federal law Section 702 - also known as the Veterans Choice Act (VCA). VCA requires institutions to give in-state status to eligible GI Bill recipients. Note that this law goes into effect July 1, 2015 and applies to public higher education institutions only. A copy of the draft policy excerpt is attached. Also, a link to a bill moving its way through the Oklahoma legislature (SB 138) on this subject is provided below. If the legislation is enacted, there may need to be slight changes to OSRHE policy. OSRHE will keep us informed. As the state agency responsible for GI Bill in Oklahoma, I wanted to follow-up and encourage you to be in touch with your institution's GI Bill School Certifying Official (SCO) about advising and logistics regarding VCA and OSRHE policy. I understand that the registrar/admissions officer and veterans service's/SCO offices are closely affiliated (or the SCO is the registrar/admission officer!). It is important that the appropriate office(s) at your institution be prepared to respond to questions and to ensure a smooth transition for Veterans and other eligible GI Bill recipients. In order to capture these data in the Unitized Data System (UDS) for future reporting and for tracking students in various ways, we need to establish a coding structure. After receiving information regarding the PLA or extra-institutional learning credit that is being awarded, we have a few follow-up questions. Please review the attached list and respond to the following questions: 1. What is missing from this list? 2. Is anything missing that could be placed in one of these categories, but should probably be differentiated? For example, some institutions are specific about the branch of military service. 3. How do you want to report when more than one method is used? For example, some institutions require a licensure or certification plus a performance test. This is the bill I discussed at the OACRAO conference on April 3. As a reminder, Senate Bill 138 provides opportunities for individuals, who meet certain conditions, to be classified as in-state students and thus pay in-state tuition rates. Senate Bill 138 expands the criteria in the Veteran's Access, Choice, and Accountability Act of 2014 and also increases existing state statutory language to allow more students to qualify for in-state status. We will revise the In-State/Out-of-State Status of Enrolled Students policy to align with Senate Bill 138. We anticipate the State Regents will approve the revisions of the In-State/Out-of-State Status of Enrolled Students policy at their May 29 meeting. Senate Bill 138 will become active on July 1, 2015. In the meantime, to ensure compliance with Senate Bill 138, institutions should work to identify students that will need to be reclassified as in-state. Please let me know if you have any questions.
