[Oacrao-l] Changes to State Regents' Policies

Dear OACRAO members:

Re:      Policy Revisions

At their May 29, 2015 meeting, the State Regents approved revisions to the In-State/Out-of-State Status of Enrolled Students and the Electronically Delivered and Traditional Off-Campus Courses and Programs policies.  These revisions are effective July 1, 2015.

The revisions to the In-State/Out-of-State Status of Enrolled Students policy align with the provisions of H.R. 3230 section 702 of the legislation that directs the United States Secretary of Veterans Affairs to disapprove, for purposes of the All-Volunteer Force and the Post-9/11 Educational Assistance programs, courses of education provided by a public educational institution of higher education that charges veterans living in the state higher tuition and fees than it charges in-state residents, regardless of the veteran's state of residence.  Additionally, the changes to the In-State/Out-of-State Status of Enrolled Students policy align with Senate Bill 138 relating to higher education, which relates to in-state status for dependents of military personnel; provides criteria for in-state status for military personnel and their dependent children and spouses; modifies eligibility criteria for in-state status; provides criteria for in-state status for students who file a letter of intent; and establishes criteria for maintaining certain eligibility.

The revisions to the Electronically Delivered and Traditional Off-Campus Courses and Programs policy include a name change, provides increased guidance to state system institutions and adds a process for participation in the State Authorization Reciprocity Agreement (SARA).  We will submit the SARA state application to the Southern Regional Education Board in early to mid-June and anticipate being approved late-June or early July, if not sooner.  We will provide additional information regarding SARA institutional participation at a later date this summer.

An important component of the policy implementation includes the development of procedures for the Academic Affairs Procedures Handbook and the COI committee met in early May to review and approve the changes to the handbook to align with recent policy changes.  These changes include the addition of FAQs to the following sections in the procedures handbook:


·         Contractual Arrangements Between Higher Education Institutions and Other Entities;

·         Grading;

·         Credit for Prior Learning;

·         Distance Education and Traditional Off-Campus Courses and Programs; and

·         In-State/Out-of-State Status of Enrolled Students.

The changes to the procedures handbook will be on the June 2015 COI agenda for approval.
