[Oacrao-l] International Transcripts and State Regents' Policy

OACRAO Colleagues,
At the recent Fall OACRAO Conference, a session was devoted to evaluating transcripts from non-US higher education institutions. While I was unable to attend this particular session, I was told there was a discussion regarding whether or not State Regents' policy addresses non-US institution transfer coursework.
Based on the various grading scales, grading terminology, and grading philosophies that are utilized throughout the world, some State System institutions post transfer work from non-US institutions as Satisfactory/Unsatisfactory or Pass/Fail whereas other State System institutions always convert such coursework to traditional A-F grades. It was my understanding that some attending this session may have expressed that State Regents' policy prohibits the former.
To clarify, State Regents' policy is silent on the transcription of international transfer coursework; therefore, the determination of how non-US collegiate-level grades are converted and posted on a transcript is at the discretion of the receiving State System institution.
