I have a few schools where I do send final grade reports if they ask for them (a records release is part of our concurrent permission form). Grades for all students are included if I send them. As far as I know, it's not mandatory/required by policy that we send grades to the high school. We do it as a courtesy to our local schools since we work with them a lot. In this situation, the high school should have a policy in place on how they accept concurrent credit. They are aware she was enrolled concurrently and should want to see her final grades-even if she doesn't want you to send them. More specifically, 70 O.S. § 628.13.E states: When a student earns college credit through concurrent enrollment, school districts shall provide academic credit for any concurrently enrolled higher education courses that are correlated with the academic credit awarded by the institution of higher education. Academic credit shall only be transcripted as elective credit if there is no correlation between the concurrent enrollment higher education course and a course provided by the school district. Thus, every concurrent course is required to result in high school credit, which may be specific course credit or elective course credit. In the end, it is up to the high school to review the college transcript and ultimately determine what high school credit is awarded. While the high school will need a college transcript to award such credit, there is no statutory mandate or State Regents’ policy that requires a State System institution to send a transcript to the high school. Based on conversations I’ve had, I know that some State System institutions: • Place the responsibility on the student to make arrangements for his/her college transcript to be sent to the high school; or • Create a FERPA release agreement in which a concurrent student signs a document that gives permission to the college to send his/her transcript to the high school. Please let me know if you have any questions. Respectfully, Daniel Archer, Ed.D. These revisions align with public law 115-251, which amended section 3679(c) of Title 38 of the United States Code. Based on the old version of 3679(c), a student who files with the institution within the State System at which the student intends to register a letter of intent to establish residence in the state and who resides in the state while enrolled in the institution shall be eligible for in-state status (i.e., in-state tuition), regardless of the residency of the student or home of record, if the student: * was discharged or released from a period of not fewer than ninety (90) days of active duty uniformed service, less than five (5) years before the date of enrollment in the course(s) concerned; and * is pursuing a course of education with educational assistance under chapter 30 (Montgomery G.I. Bill - Active Duty Program) or chapter 33 (Post-9/11 G.I. Bill) of Title 38 of the United States Code while living in Oklahoma. The amendments that were made to 3679(c) by virtue of public law 115-251 expand eligibility to include individuals who are using educational assistance under chapter 31 (Vocational Rehabilitation and Employment) of Title 38 of the United States Code. As such, policy section 3.18.7.B.1 of the In-State/Out-of-State Status of Enrolled Students policy was revised to ensure that chapter 31 recipients who meet the aforementioned criteria are classified as in-state. These revisions go into effect for courses, semesters, or terms beginning after March 1, 2019. Therefore, please make sure that you 1) identify chapter 31 recipients who are classified as out-of-state and meet the aforementioned criteria and 2) reclassify them accordingly. You will find an updated version of the policy attached. Please let me know if you have any questions. Daniel Archer, Ed.D.
