[Oacrao-l] Changes to OSRHE In-state/Out-of-state Status of Enrolled Students Policy

OACRAO colleagues,

Please find attached correspondence sent to State System presidents regarding recent changes to the OSRHE In-state/Out-of-state Status of Enrolled Students policy.  These changes were made in response to state legislation which was passed this session.  Also attached for your reference are updated policy and the agenda item approved by the Regents.

I also wanted to note that the policy was updated in April to include VA Education benefit recipients under Chapter 35 to those entitled to in-state status.  It was recently pointed out that the language in the policy could be interpreted as requiring Chapter 35 recipients to have been released from active duty service to be classified as in-state.  As you are no doubt aware, Chapter 35 benefits are only for dependents, so I want to clarify that those students should be classified as in-state without a requirement of having been released from active duty service.  We will work on clarifying the policy language this fall, but please continue to classify Chapter 35 recipients as in-state in the meantime.
