Thank you for that clarification, Jenny.  The way it is listed in the policy, I was under the impression that it only applied to courses in the CEP.  If it is all undergraduate transfer courses, then we will adhere to that.

Per the Undergraduate Transfer and Articulation of Course Policy 3.11.2.L.4<https://urldefense.com/v3/__https:/okhighered.org/wp-content/uploads/2025/09/Chapter-3-2025.pdf__;!!GNU8KkXDZlD12Q!5RzdIwvk0835NEK_yqP3PtyrtZF-Bdp7A32fhfcJi9izP0jMgkLnl5dOXz7G5nAVuNkJZQGOrPx0rg$> Course Equivalency determinations shall be made without reference to course modality. For courses taken in prior academic years, course modality may be taken in account; however, this is no longer current practice.

Issue 1 – In order to participate in the OSRHE transfer matrix, we are prohibited from offering certain sciences with labs in a fully online format. Students are circumventing our state system requirements by using these options.

Issue 2 – Students routinely say they can complete Sophia courses in a very brief time.  By “partnering” with another institution, it makes me suspect in wanting to accept credit from the partner institution.

Many 3rd party online learning providers are partnering with accredited institutions to transcript the credit.  Sophia Learning in Norman partners with a University in Utah that is HLC accredited.  If you are finding issues with these, please bring it up with your Chief Academic Officers so that maybe we can address it from a state system level.
