[Oasfaa] One hour seminars

How do you fund one hour seminars when that one hour seminar is the 
only thing that is changing their enrollment from half-time to 3/4 or 
3/4 for full-time?  We have a recurring problem with students 
enrolling in these seminars to increase their funding, then never 
attending or withdrawing from the seminar.   Can we legally exclude 
one hour seminars from consideration in calculating enrollment status 
for financial aid funds?
