Hi Sherry!
The primary reason people receive adoption payments is to encourage adoption by helping defray the cost of caring for special needs children. It isn't counted as untaxed income anywhere in the EFC formula, it's completely excluded. The only consideration that really needs to be made is to make sure you don't do some sort of PJ to adjust the EFC for the expenses being incurred, because those expenses should be covered by the adoption payments that aren't being counted in the EFC formula.
There's some good information about the adoption payments program at http://www.fpsol.com/adoption/checklist.html

Subject: [Oasfaa] Adoption Payments
Good Morning!
I have just had an incident that included adoption payments. You may or may not have noticed on Worksheet B - it says not to include foster care or adoption payments. I guess that just went over my head - my question is - Do we not count those payments anywhere? I assumed it would be untaxed somewhere - but as I said this is a first for me.
Any insight would be appreciated.
Thanks
Sherry
