[Oasfaa] Foster children

Good Morning!  I have a student that is wanting to claim a foster 
child in her household size.  I've explained to her that foster 
children do not count in the household size according to the 
regulations; however, she says she has spoken with the Department of 
Education and on two separate occasions they have told her that she 
can include the foster child.

Does anyone have any words of wisdom on this subject?  Any assistance 
would be greatly appreciated.
