Nope.  

08-09 Federal Student Aid Handbook, Vol 3, Chapter 5, page 3-95:
	
Only one parent must apply for a PLUS and be denied based on adverse credit. However, if both parents apply independently and one is approved and the other denied, the dependent student is not eligible for the increased loan amounts.

If you have an eligible parent borrower, you can't give the student additional unsub, even if the parent doesn't want to borrow.  It isn't about willingness to borrow, it's about ability to borrow.

ok, quick question...

Mom applied and was approved, so dad applied and was denied.  Mom doesn't want the PLUS, but can we give the add'l unsub based on dad's denial??
