[Oasfaa] Year Round Pell question

We have had a couple students tell us that they are "transferring" to another school for summer to get pell and then transferring the credits back to OBU in the fall and continue towards their degree.  Apparently, they're being told they can do from the other school.  Is that okay?  Even though the student technically won't be truly seeking a degree at the summer school, can they get aid?
