[Oasfaa] Help

I have a tough case and I need some help.

We have a student whose mother does not work and step-dad works but isn't a
legal citizen so he does not file taxes but makes $28000.   He does not have
a social security number.  Since he is married to a citizen, does that make
him a citizen?    Not sure how to verified or is student not eligible for
financial aid?
