[Oasfaa] Private School VA question

I'm wondering how schools are calculating tuition and fees for their yellow ribbon va students. We give academic, athletic, etc. institution scholarships if they qualify but they are not specified as "tuition scholarships." In those cases, do you subtract the amt that exceeds the room and board charge from the tuition and fees amt? or since they are not deemed "tuition scholarships" do you just use the actual tuition and fees as your amount?
