As requested,
Here is the information regarding Public Law 122-249 as it relates to the Principles of Excellence.
The Department of Veteran Affairs interprets it as institutions that participate in VA and active duty benefits must be in compliance of Executive Order 13607, as required by Public Law 122-249, regardless of whether or not they have signed the Principles of Excellence.
Part of EO 13607 requires institutions to provide shopping sheets to veterans.

``(B) If the Secretary of Veterans Affairs requires, for purposes of
providing information pursuant to subsection (b)(5), information from an
institution of higher learning that has not been reported to another
Federal agency, the Secretary shall, to the degree practicable, obtain
such information through the Secretary of Education.
``(d) Consistency With Existing Education Policy.--In carrying out
this section, the Secretary shall ensure that--
``(1) the comprehensive policy is consistent with any
requirements and initiatives resulting from Executive Order No.
13607;
Here is a link to the executive order. In my opinion, PL 112-249 makes compliance with EC 13607 mandatory.
