[Oasfaa] High School Diploma Question

[Stewart, Baxter]

I received a high school diploma from a student who started after July 1, 2012. It was from Stanley Online High School. I immediately thought this person wasn't eligible, but I read this in the handbook:

"Note also that diplomas from unaccredited high schools can be valid and qualify students to receive FSA funds" Volume 1 Chapter 1 p. 6

When is a high school diploma from an unaccredited high school valid for FSA Funds?
