[Oasfaa] Quick question

We have a student who paid a past semester (fall 13) balance w/ a private loan. He owes $5000 on the current semester (fall 14) but is requesting the credit balance from the private loan that paid to fall 13. 

Do we have to give it to him? or because he owes us an overall balance, can we deny his request. No Title IV funds involved but we did certify the private loan for fall 13.
