Appropriations

House Bill 1020 (Representative Leslie Osborn and Senator Kim David) This is an appropriation measure for Oklahoma State University Medical Center.

Senate Bill 26 (Senator Mark Allen and Representative Steve Vaughan) This measure redefines bus as any motor vehicle that is designed for carrying more than 8 passengers.

Update: This bill was sent to the Governor for signature on April 20, 2017.



Senate Bill 258 (Senator Mark Allen and Representative Jason Murphey) This measure requires agencies to provide specific documents to Senate President Pro Tempore and Speaker of the House when the lowest bidder was not used.

Update: This bill passed the Senate floor on March 7, 2017 by a vote of 27-15. This bill passed the House Government Modernization Committee on April 5, 2017.



Senate Bill 320 (Senator Marty Quinn and Representative Avery Frix) This measure modifies language in the Public Competitive Act.

Update: This bill passed the Senate floor on March 15, 2017 by a vote of 43-0. This bill passed the House General Government Oversight and Accountability Committee on March 30, 2017.



Senate Bill 326 (Senator Jason Smalley and Representative John Pfeiffer) This measure creates limits to the use of certain contracting programs for roofing repairs on behalf of a state agency.

Update: This bill passed the House floor on April 26, 2017 by a vote of 67-20.



Senate Bill 430 (Senator James Leewright and Representative John Montgomery) This measure creates the Oklahoma Public Facilities and Infrastructure Act which requires certain processes for government entities to contract with private entities.

Update: This bill passed the House floor on April 24, 2017 by a vote of 63-22.



Senate Bill 637 (Senator Nathan Dahm and Representative Jason Murphey) This measure creates the Governor’s Transparency Act of 2017, which requires agencies entering into a memorandum of agreement/understanding to publish the agreement on the agency’s website.

Update: This bill was sent to the Governor for signature on April 26, 2017.



House Bill 1384 (Representative Carol Bush and Senator Dave Rader) This measure requires state agencies to provide counseling to employees who are involved in a traumatic event in the workplace.

Update: This bill passed the Senate floor on April 19, 2017 by a vote of 42-0.



House Bill 1574 (Representative Tim Downing and Senator Nathan Dahm) This measure requires state agencies to go through the Attorney General for approval before contracting with private legal counsel.

Update: This bill passed the Senate floor on April 25, 2017 by a vote of 40-3.



House Bill 1621 (Representative Michael Rogers and Senator Gary Stanislawski) This measure provides that benefits of education service contractors shall be payable in the same amount, terms and conditions of other services.

Update: This bill was signed by the Governor on April 24, 2017.



House Bill 1944 (Representative John Paul Jordan and Senator Nathan Dahm) This measure modifies the APA. Final rules would be approved by the Legislature and Governor.

Update: This bill passed the Senate floor on March 21, 2017 by a vote of 36-6.



House Bill 1996 (Representative John Paul Jordan and Senator Chris Kidd) This measure reauthorizes the Oklahoma Partnership for School Readiness Board until 2023.

Update: This bill passed the Senate floor by a vote of 34-10 on April 17, 2017.



House Bill 1999 (Representative John Paul Jordan and Senator Nathan Dahm) This measure creates a joint review committee to review all agency rules.

Update: This bill passed the Senate floor by a vote of 29-15 on April 25, 2017.



House Bill 2034 (Representative Charles McCall and Senator Dan Newberry) This measure creates the Oklahoma State Pension Commission.  This bill includes TRS.

Update: This bill was sent to the Governor for signature on April 26, 2017.



House Bill 2316 (Representative Charles McCall and Senator Mike Schulz) This measure changes power of the Governor appointment.
Update: This bill passed the Senate floor on April 27, 2017 by a vote of 40-1.





Audit

House Bill 2311 (Representative Charles McCall and Senator Mike Schulz) This measure creates the Agency Spending Review Act which conducts audits of spending of government agencies.

Update: This bill passed the Senate floor on April 26, 2017 by a vote of 41-4.





Campus Safety/Weapons
Senate Bill 6 (Senator Josh Brecheen and Representative Jeff Coody) This allows state or federally elected or appointed officials to carry a firearm.
Update: This bill passed the House floor on April 27, 2017 by a vote of 73-11.

Senate Bill 12 (Senator Josh Brecheen and Representative John Bennett) This measure adds private schools to the Oklahoma Campus Security Act.
Update: This measure was signed by the Governor on April 24, 2017.

Senate Bill 35 (Senator Kim David and Representative Kevin McDugle) This measure allows for concealed or unconcealed carry of legal firearms for persons 21 or older with a handgun license or valid military id during bow hunting or fishing.

Update: This bill passed the House floor on April 19, 2017 by a vote of 85-0.



Senate Bill 36 (Senator Michael Bergstrom and Representative Bobby Cleveland) This measure updates the definition of pistols and handguns.

Update: This bill was signed by the Governor on April 10, 2017.



House Bill 1428 (Representative Kyle Hilbert and Senator Jason Smalley) This measure creates the Handgun Carry Military Age Exemption Act which allows 18-21 that are members or veterans of the armed forces to be eligible for a handgun license.

Career Tech

Senate Bill 826 (Senator Anastasia Pittman and Representative Mark Lepak) This measure creates a task force to study partnerships with prison system and CareerTech.

Update: This bill passed the Senate floor on March 20, 2017 by a vote of 40-4. This bill passed the House Public Safety Committee on April 5, 2017.





Common Education/Teacher
Senate Bill 2 (Senator J.J. Dossett and Representative Katie Henke) This measure removes the U.S. History assessment from statewide student assessments.
Update: This bill was sent to the Governor for signature on April 27, 2017.

Senate Bill 15 (Senator Stephanie Bice and Representative Ryan Martinez) This measure directs the SDE and OSRHE to develop and implement programs to recruit teachers, subject to the availability of funds, and designates funds generated from the Oklahoma License to Educate license plate to be put in the Oklahoma Teacher Recruitment Revolving Fund.

Update: This bill was sent to the Governor for signature on April 25, 2017.



Senate Bill 29 (Senator Roger Thompson and Representative Dennis Casey) This measure creates an exception for a teacher national criminal history check if a criminal background check has been done in the last year.

Update: This bill was sent to the Governor for signature on April 27, 2017.



House Bill 1161 (Representative Michael Rogers and Gary Stanislawski) This measure modifies the requirements for evaluating teachers and professional development.

Update: This bill passed the Senate floor on April 25, 2017 by a vote of 44-0.



House Bill 1694 (Representative Scott Martin and Senator Gary Stanislawski) This measure modifies the instruction of financial literacy to include FAFSA and creates the Personal Financial Literacy Revolving Fund.

Update: This bill passed the Senate floor on April 27, 2017 by a vote of 29-10; emergency clause.



House Bill 1790 (Representative Ed Cannaday and Senator Dewayne Pemberton) This measure permits school districts to offer remediation based on ACT score.

Update: This bill was signed by the Governor on April 24, 2017.



House Bill 1957 (Representative Rhonda Baker and Senator Ron Sharp) This measure removes the work experience requirement of two years to acquire an alternative placement teaching certificate.

Update: This bill was signed by the Governor on April 24, 2017.



House Bill 2008 (Representative Charles McCall and Senator Gary Stanislawski) This measure creates the Dyslexia and Education Task Force.

Update: This bill passed the Senate floor on April 27, 2017 by a vote of 38-1.





Colleges/Universities

Senate Bill 425 (Senator John Sparks and Representative Chris Kannady) This measure allows institutions to sue third parties who participate in an act that violates their rules and causes the institution to lose money.

Update: This bill was signed by the Governor on April 20, 2017.



Senate Bill 816 (Senator Kim David and Representative Leslie Osborn) This measure directs medical schools to give priority consideration of assigning clinical rotations to in-state students.

Update: This bill passed the House floor on April 19, 2017 by a vote of 91-0.





Oklahoma’s Promise

Senate Bill 529 (Senator Jason Smalley and Representative Katie Henke) This measure raises the income requirement from $50,000 to $55,000 in 2017-18 school year and $60,000 in 2019-2020 school year and provides other modifications to Oklahoma’s Promise.

Update: This bill passed the House floor on April 25, 2017 by a vote of 87-3.





Open Records/Meeting

Senate Bill 191 (Senator Roger Thompson and Representative David Brumbaugh) This measure states that a delay in providing open records request is limited only to the time required to prepare the requested information.

Update: This bill was sent to the Governor for signature on April 27, 2017.



Senate Bill 245 (Senator Nathan Dahm and Representative John Paul Jordan) This measure modifies the Oklahoma Open Meeting Act requirements for virtual charter school meetings.

Update: This bill was sent to the Governor for signature on April 25, 2017.



Senate Bill 403 (Senator David Holt and Representative Elise Hall) This measure establishes methods for notice of public meetings on websites.

Update: This bill was signed by the Governor on April 25, 2017.

Senate Bill 600 (Senator Jason Smalley and Representative Katie Henke) This measure changes the name of Hillsdale Free Will Baptist College to Randall University.

Regents

Senate Bill 428 (Senator Jason Smalley and Representative Katie Henke) This measure allows teachers who are retired to be reemployed with no limits on earnings.

Update: This bill passed the House floor on April 26, 2017 by a vote of 85-0.



Senate Bill 690 (Senator Kim David and Representative Lewis Moore) This measure instructs the State Regents, Oklahoma Military Department and schools of social work to develop a Guard Advocacy Program for Oklahoma National Guard soldiers and airmen.

House Bill 1576 (Representative Chad Caldwell and Senator Gary Stanislawski) This measure requires the Oklahoma Commission for Teacher Preparation to include digital teaching.

House Bill 1789 (Representative Ed Cannaday and Dewayne Pemberton) This measure requires the SDE, Commission for Educational Quality and Accountability and State Regents to ensure training on dyslexia.

Update: This bill was signed by the Governor on April 24, 2017.



House Bill 2155 (Representative Jadine Nollan and Senator Gary Stanislawski) This measure requires the SDE to adopt a new statewide system of college and career planning tools called Individual Career Academic Plan.  This measure directs the SDE, State Regents and CareerTech to work together to develop career planning tools for students in 6th through 12th grade.

Retirement/Benefits

Senate Bill 423 (Senator Marty Quinn and Representative Randy McDaniel) This measure reduces the time period an employee has to choose a retirement plan from 90 to 30 days.

Update: This bill passed the House floor on April 24, 2017 by a vote of 82-8.



Senate Bill 671 (Senator Bill Brown and Representative Lewis Moore) This measure allows the board of Trustees of TRS to terminate its Tax-Sheltered Annuity Program.

Update: This bill passed the Senate floor on March 8, 2017 by a vote of 42-0.  This bill has been referred to the House Banking, Financial Services and Pension Committee. Update: This bill passed out of committee unanimously as amended on Tuesday, April 11.



Senate Bill 799 (Senator Anthony Sykes and Representative Chris Kannady) This measure allows state employees to use leave for wellness issues.

Update: This bill passed the House floor on April 26, 2017 by a vote of 53-37.



House Bill 1162 (Representative Randy McDaniel and Senator Gary Stanislawski) This measure sets a minimum age of 67 or 62 after meeting the rule of 90 for employees who become participants in TRS after November 1, 2017.

House Bill 1868 (Representative Jason Dunnington and Senator Roger Thompson) This measure provides overtime for state employees earning less than $40,000 per year.
