[Oasfaa] ED guidance on Award "Offers"

Several years ago we took the Cost of Attendance "clear components" off of
our "Award Letter" as it lead to people thinking they were going to have to
pay us that much money for the year.  Students can still see the total Cost
of Attendance when  they log into their account but we haven't included
that breakdown in several years and it has cut way down on confusion.

Wonder who the Dept visited with before making that recommendation?
