We did make a last-minute change to transitional reporting so that we only had two years to submit because we realized we couldn't get through seven years in-time for standard reporting. Sen. Mary Boren, Concurrent Enrollment - HB2831 Requires students who attend a physical school location to also attend concurrent enrollment classes at a physical location. Rep. George Burns, Concurrent Enrollment/Teacher Education/Recruitment - SB0233 Provides for Concurrent Enrollment tuition waivers for Juniors and Seniors who declare intention to teach. Sen. Lisa Standridge, Gun Laws - HB1358 Allows carrying firearms on colelge campuses. Rep. Jim Olsen, Higher Education - HB2903 Repeals the Student Advisory board sections of the State Regents For Higher Education Rep. Tammy Townley, Higher Education - SB0283 Expands the annual transaction limit for the State System of Higher Education Master Lease Program. Sen. Dave Rader, Higher Education - SB0285 modifies reporting requirements to the Legislature regarding the Oklahoma Equal Opportunity Education Scholarship Act. It creates a credit, for contributions made on or after January 1, 2025, for any taxpayer who makes a contribution to an eligible higher education institution foundation. It sets limits for the credit. It requires on or before April 30, 2027, and once every four years thereafter, each eligible higher education institution foundation to submit to the Oklahoma Tax Commission, the Governor, the Senate president pro tempore and House speaker an audited financial statement for the foundation along with information detailing the benefits, successes, or failures of the program. Micheal Bergstrom, Higher Education - SB0408 Bans institutions of higher education from requiring a student to take a leave of absence, withdraw or limit studies solely due to pregnancy. Sen. Mary Boren, Higher Education - SB0591 Creates the "Free to Speak Act" Banning employees of a public school or institution of higher education to knowingly address an unemancipated minor by a name other than their legal name or a nickname/derivative and pronoun that is inconsistent with the students sex without written consent. Chad Caldwell, Higher Education Affordability - HB1495 Creates the College Fee Waiver for Children of Parents With Disabilities Act. Rep. Jacob Rosecrants, Oklahomas Promise - SB0140 prohibits a student who is 21 or older from being eligible to enter into Oklahoma Higher Learning Access Program (OHLAP). The bill modifies the program's eligibility requirements. It permits the State Regents for Higher Education to grant exceptions to the eligibility requirements, except under certain conditions. It requires the Regents to promulgate necessary rules. Sen. Ally Seifried, Student Loans - SB0106 creates a non-refundable income tax credit for tax year 2026 and subsequent tax years equal to 30 percent of the amount of payments made by an employer against the student loan debt of an employee. It permits any unused portion of the credit to be carried forward, in order, to each of the 10 subsequent tax years. It requires the credit be claimed on a form prescribed by the Oklahoma Tax Commission with any documentation that the Commission requires. Sen. Mary Boren, Teacher Education/Recruitment & Oklahomas Promise - HB1727 Extends oklahomas promise to the children of certified classroom teachers. Rep. Anthony Moore, Workforce and Economic Development - SB0662 Requires the Oklahoma Workforce Commission to impliment programs in the state to address, high demand critical occupations, work based learning opportunities, K-12 district innovation. Provides definitions. Sen. Adam Pugh, Common Education - HB1005 requires every school, beginning with the 2025-2026 school year, to display in a conspicuous place in each classroom of the school a durable poster or framed copy of the Ten Commandments Rep. Jim Olsen, Common Education - HB1013 authorizes the State Board of Education to revoke or suspend a license or certificate for only the following reasons: a willful violation of any state or federal law; the abuse or neglect of a child; moral turpitude; incompetency in the performance of duty; or neglect of any professional duty. It prohibits the State Board of Education from summarily revoking or suspending a license or certificate pending an individual proceeding for revocation or other action unless for a valid emergency as defined in the Oklahoma Administrative Procedures Act. Rep. Chad Caldwell, Common Education - HB1285 requires the State Department of Education to establish, or contract with a private company to establish, an online transparency portal. It requires the portal to be an online tool to support parental rights to access, review, and comment upon curriculum, instructional materials, textbooks, and library materials being used by the school district where their child attends school, and which their child might be exposed to without prior parental knowledge or consent. Rep. Chad Caldwell, Common Education - HB1286 allows a school district or charter school to include in its policy adopted up to 10 scheduled or unscheduled virtual days in each school year during which instruction to be delivered to students virtually. Rep. Chad Caldwell, Common Education - HB1393 requires the State Board of Education to adopt separate parental consent forms that school districts use to obtain parental consent for each of the actions specified therein in a student's individual education program (IEP). Rep. Melissa Provenzano, Common Education - HB1408 Requires certain transfer students to file a notice of intent Rep. Jim Grego, Common Education - HB1466 requires that before the State Board of Education can implement any recommendations from the State Department of Education related to accreditation, the school district must be given an opportunity to request a hearing before the State Board pursuant to the due process procedures adopted by the Board as provided therein. It requires the State Board of Education to send the applicable school district notice of a right to a hearing within 10 working days of receiving the recommendations. It requires the hearing to be conducted by the State Board of Education. It requires all notices to be sent by certified mail, with the postmark used to determine the timeliness of the notice. Rep. Tammy West, Common Education - HB1467 allows the State Board of Education to assist and, if funding is available, award grants to school district boards of education to establish pilot projects that create community schools within a school district or at a school site. Mickey Dollens, Common Education - HB1603 requires human growth and development curriculum to be taught in the public schools of Oklahoma. Rep. Emily Gise, Common Education - HB1740 requires the Oklahoma Department of Mental Health and Substance Abuse Services to prepare and maintain a written individualized service plan for any person who has been adjudicated to be not guilty by reason of mental illness (NGRI/MI). Rep. Anthony Moore, Common Education - HB1742 modifies website requirements for the Oklahoma Tax Commission in refrence to the Oklahoma Parental Choice Tax Act. Rep. Rhonny Johns, Common Education - HB1761 requires that only students whose screenings resulted in a positive identification for characteristics of dyslexia to be rescreened every three years, regardless of grade level, until the student turns 18 years of age or until a rescreening result in a negative identification. It requires the State Board of Education to develop policies for dyslexia rescreening required under this subsection. Rep. Anthony Moore, Common Education - HB2032 requires the Department of Human Services to administer the Summer EBT Program in accordance with federal regulations and guidelines. It requires the Department of Human Service work with the State Department of Education to determine eligibility of children and reduce administrative burden on qualifying families for the Summer EBT program established pursuant to the federal Consolidated Appropriations Act, 2023. It requires the Department of Human Services and the State Department of Education share all data determined by each department to be necessary to implement and administer the Summer EBT program statewide. Rep. Nick Archer, Common Education - HB2092 requires each school or group of schools that has an identified student percentage of at least 25 percent or an identified student percentage of less than 20 percent if authorized by federal law, as determined annually by April 1, to participate in the community eligibility provision in the subsequent school year and throughout the duration of the community eligibility provision's four-year cycle. Rep.
