[Oasfaa] OHLAP and OHLAP-Plus

There have been some inquiries directed to OASFAA's Advisory Committee
regarding the treatment of OHLAP and OHLAP-Plus in packaging.  After
reviewing the two programs, here are the recommendations of the Advisory
Committee...

1)    OHLAP itself is a resource and would be counted against any unmet need
in determining eligibility for a subsidized loan and for campus based
programs.  OHLAP, when combined with all other aid, should not exceed the
cost of attendance.

2)    OHLAP-Plus is funded by federal GEAR UP funds and the Federal Register
(Vol. 65/No 82/April 27, 2000/p. 24760)  identifies that these federal GEAR
UP grants can be used to replace the EFC just like an unsubsidized loan.  

The Advisory Committee hopes this clarification helps.  If you want a copy
