[Oasfaa] Decentralized Training

Just a public note of thanks to Pam McConahay for her hard work in pulling
the Decentralized Training together this year with the Department of
Education's Video Conference tucked in as well.  Also, thanks for the great
job done by Larry Hollingsworth as our trainer for the year.  And finally, a
thanks to Thressa Bowler at Moore-Norman Technology Center for her
hospitality and assistance at the site of the training.
