remember aeons ago, when the Feds told us that we had to document the reason why
a student turned down workstudy before we could replace it with a

discussion (it was with Jeanette Zink at some federal training, probably at
Moore Norman Tech Center). The guidance was in the "delivery system"
training materials for some year. I remember Jeanette saying "well, when
you sit down with a student to discuss replacing his FWS award with a loan,
don't you ask him why he doesn't want or need the FWS?" and we all laughed
like hyenas at the idea that we sat down with each
student. </FONT></SPAN></DIV>

size=2></FONT></SPAN> </DIV>
<DIV><SPAN class=192010518-12072005><FONT face=Arial size=2>So, on our form
where students ask us to convert their FWS award into Stafford Loan, we ask them
the reason why they're turning down the FWS. Somebody actually asked "why
do you need to know?" and we couldn't tell them.

anything about it in regulation or in the handbook or in the NASFAA
