discussion (it was with Jeanette Zink at some federal training, probably at
Moore Norman Tech Center). The guidance was in the "delivery system"
training materials for some year. I remember Jeanette saying "well, when
you sit down with a student to discuss replacing his FWS award with a loan,
don't you ask him why he doesn't want or need the FWS?" and we all
laughed like hyenas at the idea that we sat down with each
student. </FONT></SPAN></DIV>

where students ask us to convert their FWS award into Stafford Loan, we ask
them the reason why they're turning down the FWS. Somebody actually
asked "why do you need to know?" and we couldn't tell them.
