style='font-size:12.0pt'>The Department of Education has recently released Dear
Colleague Letter (DCL) GEN-05-16, which provides policy guidance on a
hodgepodge of issues. Consequently, TG decided to take the opportunity to
present a telephone conference that includes guidance on this DCL and a variety
of related (and unrelated) policy issues. Some of these issues are
perennial questions that TG has seen circulate throughout the industry in the
past. Others are questions from YOU. Yes—we are calling for
you to send us that one persistent policy predicament that has been tickling
your brain, giving you fits, making you go “hmmm…” for as
long as you can remember. </span></font></p>

style='font-size:12.0pt'>For example, can a school add the cost of the purchase
of a car to a student’s cost of attendance? If a student’s
parent is neither a </span></font>U.S. citizen nor an eligible non-citizen, can
a school certify additional unsubsidized Stafford loan funds for the
student? How can a school make the switch from using summer as the header
of its academic year to using summer as the trailer? If a Stafford loan
leaves Detroit on a train traveling at 75 mph and a PLUS loan leaves Chicago on
a bus traveling at 60 mph, how long will it take for the two loans to
consolidate? J</p>
