all OKPromise students to meet federal satisfactory academic progress (SAP)
standards beginning in 2012-13 (as originally introduced, the bill would have
required OKPromise college students to repay awards for courses from which the
student withdrew after the add/drop deadline or if the student received a
failing grade, but this language was removed in the committee process).
Based on a recent survey of institutions, it is estimated that about 500
OKPromise students (out of about 20,000) could potentially lose their
eligibility for the award. The bill passed the House 70-27 on March 10
and passed the Senate 39-0 on April 14. Governor Fallin signed the bill on

change the definition of income counted toward the $100,000 2<sup>nd</sup>
income limit applied at the time the OKPromise student begins college from all
“taxable and nontaxable” income to “federal adjusted gross
income.” As amended in Senate committee, the bill would also delay
the implementation of statutory OKPromise college GPA requirements (which
include a 2.5 GPA requirement for courses taken as a junior and above that we
project could eliminate the award for about 18% of OKPromise college juniors)
until 2012 so that the requirements don’t apply to students that were
already enrolled in the program before this new law was passed. The bill
was further amended on the Senate floor (the amendment was unrelated to
OKPromise) and passed 43-1 on March 16. The bill will next be assigned to
a committee in the House. The bill passed the House Higher Education
Committee (where the Senate floor amendment was removed) and is now pending
