[OK-AIR] Professional Staff Data report

What groups of job titles do you all put in Manpower codes 2 and 3?  I've been doing it the same way for years because of a list I obtained from a former Vice-president but when I read the descriptions it seems like the Associate VPs would belong in manpower 2 and the Directors belong in manpower 3.
Opinions?
