Collin is a dynamic and thriving community college serving the north Dallas suburbs in Collin County.  Fall enrollment is currently up over 10% from last fall.  The College serves one of the fastest growing counties in the nation that is home to several Fortune 500 companies.  Toyota Motor of North America recently moved their national headquarters to Plano, and numerous other corporations are following suit.  This past May, the citizens of Collin County passed $600 million bond that will enable the College to build three new campuses and two extension centers.  The College just won state approval to begin offering a limited number of baccalaureate degrees, so we are beginning the process of working with SACS COC and the THECB to make that happen.  It's an exciting time to be at Collin College.

Requirements

*         Master's degree in a related discipline with evidence of graduate-level training in a discipline such as data science, quantitative methods, statistics, data analytics, data visualization, etc.

*         Five years of full-time employment experience working in data analysis-related jobs.

*         At least two years of full-time employment within a higher education institution; working with institutional effectiveness, institutional research, or other decision support areas preferred.

*         Supervisory experience, preferred.

*         Ellucian's Banner or similar Oracle data base experience preferred.

*         Evisions' Argos or similar enterprise reporting software experience preferred.
This position is Security Sensitive.  Therefore, candidates will be subject to a criminal background check.
Job Purpose
Oversee day-to-day operations of the on-going assessment of Collin College's instructional programs and support services relative to the College's mission, goals, and expected outcomes. Support faculty and staff in the design, implementation, and reporting on program and service unit reviews. Facilitate scheduling, and maintain and update program and service review processes. Support the strategic planning process. Provide leadership in designing analytics and data visualizations to effectively support institutional effectiveness, strategic planning, and other College priorities. Supervise the Institutional Effectiveness Data Coordinator.

Essential Duties & Responsibilities
*         Work effectively with administrators and faculty to manage and facilitate efficient planning, assessment, analysis, and reporting activities and processes related to institutional effectiveness, and keep the activities and processes focused on student outcomes and continuous improvement.
*         Supervise and mentor the Institutional Effectiveness Data Coordinator in support of the institutional assessment and strategic planning processes.
*         Initiate, as necessary, and lead the development of quantitative and qualitative data collection and analysis in support of on-going institutional effectiveness efforts.
*         Plan, organize, and conduct meetings, seminars, and training for faculty, staff, and administrators related to assessment and institutional effectiveness.
*         Collaborate with instructional and support units to develop methodologies that are effective in assessing student learning strategies, learning support, and learning outcomes.
*         Support efforts of the Associate Vice President for Institutional Research to facilitate and manage effective planning processes within the College, and provide regular updates on the College's strategic plan performance indicators and institutional effectiveness findings and outcomes.
*         Design, produce, and maintain analytical reports, dashboards, and data visualizations to facilitate the analysis, interpretation, monitoring, and assessment of information in support of strategic plans, institutional effectiveness, and the development of new programs, services, and initiatives.
*         Work with the Associate Vice President of Institutional Research and the Program Review Steering Committee to build and maintain a searchable archive of College planning and institutional effectiveness documentation.
*         Ensure that projects and reports meet deadlines and client specifications.
*         Carry out other duties as assigned by the Associate Vice President for Institutional Research.
*         Actively engage in professional development activities to ensure professional currency and add value to the role within the College. This may require occasional travel.
*         Perform other duties as assigned.

*         Relevant knowledge of current trends, events, and emerging issues
*         Knowledge of questionnaire design, sampling, planning, developing paper and online surveys
*         Knowledge of statistical and data analysis software tools (e.g., SPSS, SYSTAT, R)
*         Knowledge of ERP systems; Ellucian Banner preferred
*         Knowledge of Microsoft Office suite
*         Knowledge of accreditation process
*         Time management skills
*         Verbal and written communication skills
*         Oral presentation skills
*         Demonstrated skill in SQL programming
*         Demonstrated skill in data base query development and execution

*         Ability to use Tableau, QlikView, D3, Processing, R, Power BI, IBM Watson Analytics, Google Analytics, or similar data visualization platforms
*         Ability to extract data from large databases such as Oracle
*         Ability to use survey tools (e.g., Snap Surveys, Qualtrics)
*         Ability to interact with external organizations
*         Ability to effectively prepare professional reports for a variety of clients
*         Ability to work independently and take initiative
*         Ability to work with diverse groups and individuals
*         Ability to work effectively as a team member

Physical Demands & Working Conditions:
*         Sedentary Work - Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
