[OK-AIR] reporting Graduation rates by race/ethnicity

Does anyone have the official document that describes the rules for Disaggregated rates by race/ethnicity?  I thought at one time I had seen something that said if you have less than 10 (or some other number) in a group that you must combine them with another group?
