[Okepas] residual ACT tests

Counselors and others,
 
I want to share the letter below with you so you can be aware that you
may be seeing a change in the use of the residual ACT.  This is not new
policy, but Dr. Davis is simply reminding the colleges about the policy.
 
We've already taken calls from parents who were trying to enroll their
students for the fall semester and came up against this issue.
