[Okepas] follow up PreACT vs Aspire

We have been receiving dozens of calls and emails from districts who used Aspire last year and have already pre-ordered Aspire for this year. Most folks did this because of the now defunct EOI law. Since there are no longer EOIs nor a need for alternate assessments, the need for Aspire may have changed for your district. It just depends on your purpose for using Aspire. The Oklahoma State Regents have no dealings with and very limited knowledge of Aspire. PreACT is not Aspire. PreACT is essentially an enhanced version of PLAN.
