The proposed TRIO rule would extend TRIO to students without immigration status who are enrolled in or seek to enroll in a high school in the United States and its territories. The proposed distance education rule includes new reporting requirements for programs offered entirely through distance education along with protections to ensure that students in career-focused distance education programs get direct instructor interaction by banning asynchronous instruction.
