For a Department of Education multi-year award, how should we determine the "total budget" for purposes of calculating the 10 percent threshold? For example, consider a 5-year grant with an authorized budget of $100,000 per year. We are currently in Year 2. Should the 10 percent limit be based on: * The annual authorized amount ($100,000 x 10% = $10,000), * The full 5-year authorized amount ($500,000 x 10% = $50,000), or * The cumulative amount authorized to date (Years 1-2 = $200,000 x 10% = $20,000)? I'd appreciate your insight on how your organizations interpret and applies this requirement.
