[Okgrantsmanship] policy question

Dear Colleagues, Just a quick question regarding Title IV student aid programs. As you might know, the Higher Education Act requires that all institutions of higher education participating in Title IV programs be authorized within the state they are providing service. My question is if this regulation also applies to Trio programs and, if so, who has to be contacted. I tried the state department of education but they are closed today.
