In an effort to move forward in the development of the OneNet mission statement, I have attached the working draft that was presented last week at the OneNet Advisory Council meeting. In addition, I am providing you with the recommendations from the Mingle/Hess report in both the text and Microsoft Word formats. Those in attendance did not recommend any changes. Nevertheless, I encourage you to carefully review the draft and make comments. This statement will be the cornerstone of OneNet's strategic planning process and we sincerely desire to obtain your insight. Best regards, Kurt <> MISSION STATEMENT (WORKING DRAFT) The mission of OneNet is to provide reliable, seamless network and telecommunications services statewide to its stakeholders and constituent groups while advocating, supporting and facilitating the integration of advanced technologies within Oklahoma's educational, governmental, medical and economic development systems. Excerpt from A Review of OneNet Operations: Moving Toward a Collaborative Network for Oklahoma: A report and recommendations presented to the Oklahoma State Regents for Higher Education by Stephen H. Hess and James R. Mingle (January 29, 1999). 4. OneNet needs to develop a widely-shared vision of the scope, capacity, and applications of digital networks in Oklahoma. While important strides have been made in recent months in articulating such a vision, we found significant differences in perspective among Oklahoma State Regents staff and the variety of users. Some view OneNet primarily as a communications infrastructure - a backbone which stops at the user's front door; others want it to be a complete "turnkey" operation and support local area network development; still others want more emphasis on applications and educational quality issues. Each user has a different perspective as to the priorities that should be established. Some users want greater support for interactive video, others for Internet and data services, others for high-speed research networks and more connections to the economic development goals of the state. After our interviews, we were persuaded that the uniqueness and strategic advantage of OneNet lies in its broad scope as a single state network. Not only does this scope allow for valuable "interconnections" between sectors in Oklahoma, it gains important economies of scale and equity of pricing that does not exist in other states. We believe a mission statement for OneNet should include the following components: * The need to deliver educational and government services over a seamless reliable network * Emphasis on serving the major user groups in the state: school districts, vocational technical schools, government agencies, hospitals, public libraries, and institutions of higher education * A primary responsibility for developing the statewide backbone and keeping OneNet at the cutting edge of network developments * A secondary responsibility for advocating, supporting and facilitating important educational and governmental applications of network technology * Assistance and incentives to institutions and agencies in developing local infrastructure, technical support, and user training, especially in schools and colleges which are not fully utilizing the potential of networks and information.
