[S-SARA] FW: Current Federal Financial Responsibility Composite Score

Hi Adam, I'm getting to the listserv way late.  However, for a March renewal, I did as you and asked the institution for the most recent financial audit and asked an analyst with the IHL finance department to calculate the score using the USDE formula in order for me to process the renewal application.  For a July renewal, I noticed that another school had been left off the list so I contacted the local FSA to try and get a better understanding.  I explained that we had to use the most recently published score or one provided to the institution in writing by USDE.  As the score had not been provided for/to the institution, they provided via email this time to me and explained that the reason an institution not included/composite scores not released is if an audit comes in late, if USDE analysis is not complete or if the institution has appealed.   Apparently, I must have reached them just as their analysis was completed and they probably won't help in this way again, but....

Thank you. At this point I am deciding if it would be appropriate to have our external auditor do the composite score calculation based on the most recent financial audit from the school. It doesn't seem like they will be able to get information from the ED before I need to make a determination.

Hi, Adam! We're having the same situation with one of our schools in DC. The school still has no idea why the score was omitted or how it may be corrected. Outside of calling the Department myself to confirm the score they have on file (assuming they have one on file), I'm not sure how else we'd verify it at this point. The school self-reported the score and our Commission will decide tomorrow whether or not to accept it. I imagine we could also request their full audit from that FY as additional confirmation, if it got down to it. I personally wouldn't want to use the prior year's score, because financials could change drastically from year-to-year.  Good luck!

Good morning everyone,

I have a SARA member institution that is not listed on the latest Composite Score spreadsheet (2018-2019). They have reached out to the ED to see why this is the case, but they are set to submit their renewal soon. The NC-SARA Manual states to use the most recent Composite Score by the ED, so I think it would be an option to use the 2017-2018 score since it is the most recent.

Has anyone come across this issue and do you think it would be appropriate to use the 2017-2018 score since the new one is not posted?

I appreciate being able to reach out to this group. Any thoughts would be helpful.

Mr. Hawk,

Columbia Theological Seminary used the data from the Studentaid.gov 2017-2018 composite score
report, located at: https://studentaid.gov/data-center/school/composite-scores , because, for reasons
we have yet to get an answer why Columbia Theological Seminary is not listed in the 2018-2019 report.
I am also attaching the last ten years of Columbia Theological Seminary's Composite Financial Indicators
to show our financial solvency.

Comparing the data on the attached financial indicators with the last five years (2013 - 2017) of
composite scores posted by the US Department of Education, our 2018 data would also rate a 3.0
composite score.

We are trying to determine why Columbia Theological Seminary is not listed in the 2018 report since we
submitted our financial data to EZAudit. So far, no one at Studentaid.gov has explained why our data is
missing from the most current report or been able to send us documentation on our 2018 Federal
Financial Responsibility Composite Score.

I am hoping that the attached financial data and the preceding years of the solid financial health of our
institution will be enough to allow or renewal to take place.
