increase in per student allowable funding.

As a rule, we include a 3% increase in salaries each year to allow for
annual increases.  If the Regents assume that our budgets will not
change, that not only eliminates our recovery of any increases in salary
but any increased costs as a result of inflation.  
 
Will we be asked to provide a budget for the second and third year
(updating costs) prior to the next year's funding or are the
universities going to have to absorb any increased costs?

Just submit budget for the first year.  As a rule, we anticipate that
all three years will be generally the same unless you learn something
that changes your plans in the 2nd & 3rd year.  We want to support that
possibility and not lock you in to something you discover could be done
a better way.

As I understand the FY 2010 RFP for the summer academy proposals, we
just submit the first year budget now with our request.  Is that
correct?  Before we had to submit all three years.  Please let me know
if my understanding is correct, or if we still submit all three years;
I'm just not quite clear on that.  Thanks!
