[VoIP] Presidio VOIP Engineering Time

Hi Ken, 

I talked to Brian Burkhart about securing a PO for additional time with Presidio for assistance with our hosted VoIP system. The additional time will not be used unless it is necessary. We thought 40 hours should be sufficient.
