[COPLAC-IR] size and reporting lines of the COPLAC IR staffs

The UNC Asheville IR Office has 4.0 FTE posiitons (3 professional:
director, research assoc, programmer) and one office asst.
We are the smallest IR Office in the UNC system.  We have to do a
tremendous amount of work for the UNC system office - mandatory survey
projects and 58 electronic data files per year.
