[COPLAC-IR] no consortium!

Hi folks,

No one expressed any concerns about nixing the COPLAC NSSE consortium for this year, so I had NSSE delete it.  So now  you're saving money and still getting what you need from your NSSE data.  I'm going to work with my NSSE contact during the winter/spring to ensure we still have COPLAC as a comparison group, even without the consortium.
