[Counselors] Field testing what percentage of students

We were required to give the 6,7, & 8 grade online reading.  I was told by
the OSDE we have to meet our 95% on the Measured Progress.  I asked if that
was 95% of each grade or 95% of our student body.  They had no idea...just
95%, they said.  We gave our make-ups and rolled on.  Nothing else to do
