[Counselors] Dealing with a young elementary student that lies continually

I am dealing with an eight year old boy that lies continually at school and
home.  He has been referred for community counseling, but the parents have
not followed through with the recommendation.  I have exhausted my resources
trying to address this habitual problem with him.  Does anyone out there
have any ideas or suggestions for me?  Thanks!
