[Counselors] Senior class rank for early grads

We do include alternative education and early graduates for senior class
ranking.  The student(s) is allowed to participate in the graduation
ceremonies if they choose.  As far as the class rankings, each students'
GPA is calculated off of their credits and ranking according to that.  The
student would be bumped up to the senior class as our students
classifications are linked directly unto their credits earned.

Education records are maintained and released in accordance with the Family
Educational Rights and Privacy Act (FERPA). Parents or eligible students
shall be provided a copy of the records to be disclosed if requested.
Further disclosure of the above records will be in accordance with 34 CFR §
99.31.
