[Counselors] Question? Diploma /Certificate of Completion

Oklahoma does not have a certificate of completion. If the student does not complete graduation requirements he/she doesn’t receive a diploma.
Students graduate with a diploma on one of two tracks:

1.       College/work ready

2.       Core Curriculum
They are considered drop-outs, unless they come back to finish. Then, the transcript just stops where the student stopped. When the student completes requirements the statement of graduated is added. Until then, it just hangs out in a student management system or drawer.

I was told by the SDE that we do not have a certificate of completion in this state for students who are not able to complete the state requirements for a diploma.  What do schools do for students who are not able to complete a diploma track?  What do their transcripts and graduation plan look like?

As far as I know, all students that complete state requirements receive a Diploma.  I had a parent of a LD special education student that was told by the SE Coordinator that her child would not receive a Diploma, but a Certificate of Completion.   I know that this was done years ago, but I thought that was no longer happening.  Please advise.
