[Counselors] drivers license letter

[OSRHEStudent Prep PK-12 Counselor Discussion Board]

The first paragraph of this FAQ update from the State Dept. on the 8th
grade proficiency requirements says that we can show that all 8th graders
were proficient due to the cancellation of the state assessments last
spring. At least, that is how I interpreted it.
