[Counselors] Honors program

[OSRHEStudent Prep PK-12 Counselor Discussion Board]

We have highest honors which is 3.8 - 4 and honors which is 3.6 - 3.7  With
both of these you have to have a 4x4, with the 4th one being something
approved for college track students.   Previously it also included 2 years
of foreign language but not anymore.
