Hello.  I am Ritchie Morrow, chair of the Federal Relations Committee for the National Association of State Student Grant and Aid Programs (NASSGAP).  I wanted to explain to you why we have created this listserv and why you are a member.

Periodically, the US Department of Education comes to NASSGAP with a request for information.  We have usually only gone to our members of NASSGAP to gather this information.  However, the NASSGAP Executive Committee has made a decision that in certain cases, such as when ED contacts us, we should assist in gathering the information from all states, not just member states.  We've created this listserv for those situations.

You may, of course, remove yourself from this listserv.  But before you do please know that we will use this listserv infrequently and only when information is needed.  It will not be used to solicit your membership to NASSGAP.  If you decide to remain a member of this listserv but that these requests should really go to someone else in your agency please let us know...it's easy enough to add and remove members.  With that in mind...

ED contacted NASSGAP to gather a statement from each state for the 2016-17 FAFSA.  Below is what went out on the membership listserv.  This is the kind of information we could come to you to request.  Please don't hesitate to contact me if you have any questions on this process.


The US Department of Education is providing on the 2016-17 FAFSA information by state on how listing the colleges in the College Release section of the FAFSA will affect a student's ability to be considered for a state grant.  ED has made the following suggestions and asks that each state select which statement works best for your situation:

1.  You must list an eligible in-state college to be considered for state grant aid. The order in which you list the colleges will not impact the results.

2.  You must list a college located in your state within the first x positions to be considered for state aid. (each state to which this applies must define x)

3.  You must list a public college in your state first to be considered for state aid.

4.  You must list a public college in your state within the first x position to be considered for state aid.  (each state to which this applies must define x)

5.  To be considered for state aid, list your preferred college first.

6.  To be considered for state aid, list your preferred colleges in the first X positions. (each state to which this applies must define x)


If none of the statements work for your state you may provide your own text.  ED would prefer it only be one sentence, but definitely no more than two.  If you do not select one of the above statements or provide your own text the message "This state provided no information" is what will be shown.

I need to hear back from you no later than Friday, November 20 as to the statement you prefer.
