[Oasfaa] Oklahoma's Promise bill signed by Governor

SB 982, which makes two changes in the Oklahoma's Promise program, was
signed by Governor Henry on June 2 and will become law effective July 1,
2009.  The two changes are:

*	Delaying implementation of the second income limit from 2010-11
to 2012-13.  The second income limit requires that the student's family
income may not exceed $100,000 (total taxable and nontaxable income) at
the time the student starts college.

*	Restricting the Oklahoma's Promise award amount at state system
four-year institutions to the nonguaranteed tuition rate.  This
provision will apply to all students entering college after July 1.
[Note: If necessary, 2008 freshmen that were paid the guaranteed rate
may be "grandfathered" and paid the guaranteed rate.]
