[Oasfaa] OKPromise clarification

We have received several questions about changes to the OKPromise award
letters this year.  The information below and the attached document may
help you to understand questions that may be coming your way from
students.

 

The OKPromise award letters this year indicate that the student has met
the high school requirements of the program, but it also informs them
that several more conditions must be met.  Below is partial text of the
award letter.

 

"Congratulations! We are pleased to inform you that you have met the
high school requirements to be eligible for the Oklahoma's Promise
scholarship.    

 

In addition to the high school academic and conduct requirements, there
are several more conditions that you must meet before actually receiving
the award in college.  The enclosed document explains these conditions
and provides other very important information regarding the Oklahoma's
Promise scholarship."

 

I've attached a copy of the referred document to this email for your
information.  The following is on page one of the document but is just a
portion of the information provided.  We have had several questions
regarding the eligibility of undocumented students, so I've included the
specifics below.  

 

Once I complete the high school requirements for OKPromise, are there
any other conditions for receiving or keeping the award?

*         Students who enrolled in Oklahoma's Promise after July 2, 2007
must be a United States citizen or lawfully present in the United States
at the time they enter college to receive the program award.  Students
that later become a United States citizen or lawfully present may become
eligible for the award at that time.

 

Below is an excerpt from the Financial Aid Handbook.  It is the
responsibility of the school to verify whether or not the students have
the appropriate documentation on file to verify citizenship.

 

Who is eligible for an Oklahoma's Promise award?

*         Only students certified by the Oklahoma State Regents for
Higher Education (OSRHE) as having completed the high school
requirements for Oklahoma's Promise are eligible for the Oklahoma's
Promise award.  High school officials are responsible for documenting to
the OSRHE that students have completed the high school requirements.
Eligibility is ultimately determined by the OSRHE.  

*         Students enrolling in the program during the 8th-10th grade
after July 2, 2007 must be United States citizens or lawfully present in
the United States at the time they begin college to receive the award
(students not lawfully present in the United States may still enroll in
the program in the 8th-10th grade).

*         For students receiving the award in college for the first time
in 2012-13, the income of a student's parents may not exceed $100,000 at
the time the student goes to college (if the student is independent for
federal financial aid purposes, the limit applies to the student's
income).
