[Oasfaa] Negotiated Rulemaking

NASFAA has put out a call for nominations for negotiators for the upcoming TEACH Grant<http://www2.ed.gov/policy/highered/reg/hearulemaking/2011/teacherprep.html> and Student Loans<http://www2.ed.gov/policy/highered/reg/hearulemaking/2011/loans.html> negotiated rulemaking committees.  The Department of Education has requested nominations for individual negotiators who represent key stakeholder constituencies for the issues to be negotiated. It's critical that the financial aid community have several voices in these proceedings.  NASFAA will be putting forward a slate of candidates from among its membership.

*         Timeline: The Department must receive nominations for negotiators from the community on or before Nov. 25, 2011-therefore NASFAA is asking for all nominations from its members to be submitted to NASFAA by no later than November 15, 2011, so that they can have time to vet and verify all potential candidates. Feel free to nominate yourself as well!



*         Qualifications: A good negotiator knows the programs and regulations intimately, understands the potential implications of regulation for schools and students, believes in the value of the cooperative endeavor that is negreg, and is willing to act in good faith to come to consensus on these important issues. It is also important that negotiators understand the time commitments required of negreg.



*         The TEACH Grant negreg will be held over the following dates:


o   Session 1: January 18-20, 2012

o   Session 2: February 27-29, 2012

o   Session 3: April 3-5, 2012

The first and second day of each session will begin at 9 a.m. and end  around 5 p.m. The final day of each session will begin at 9 a.m. and end at 12 p.m.


*         The Student Loan negreg will be held over the following dates:


o   Session 1: January 9-13, 2012

o   Session 2: February 13-17, 2012

o   Session 3: March 26-30, 2012

All sessions will begin at 12 p.m. on Monday and end at 12 p.m. on Friday.


*         Submitting a Nominee: Nominations should include:


o   The name of the nominee, the organization or group the nominee represents, and a description of the interests that the nominee represents.

o   Evidence of the nominee's expertise or experience in the subject, or subjects, to be negotiated.

o   Evidence of support from individuals or groups of the constituency that the nominee will represent.

o   The nominee's commitment that he or she will actively participate in good faith in the development of the proposed regulations.

o   The nominee's contact information, including address, phone number, fax number, and e-mail address.
